Visa: AI Agents Need New Payment Rails

Visa has acknowledged what has been obvious to anyone watching the agent-payments space: traditional card rails cannot handle transactions initiated by autonomous software. The admission, reported this week, frames AI agents as a payment category that demands fundamentally new infrastructure rather than incremental tweaks to existing authorization flows. That is a notable shift in posture for a network that has spent the last decade extending card-based tokenization into every adjacent corner of commerce. It also arrives after Visa’s earlier commitments to stablecoin settlement and its backing of the x402 Foundation, which we covered last week. The problem is that Visa’s description of what comes next remains conspicuously short on architecture, partners, or timelines.

What Visa Actually Said

The core of Visa’s position is that AI agents operate outside the assumptions built into the four-party card model. Cards were designed for a human presenting credentials at a point of interaction, with fraud controls that rely on behavioral signals — device fingerprints, velocity checks, geographic patterns — that do not map to a headless process running on a cloud instance. Visa reportedly framed the gap as structural rather than fixable through better tokenization or improved risk scoring. That framing matters because it concedes the limit of the current stack. But the company has not described whether the solution involves a new authorization protocol, a settlement layer for machine-to-machine micropayments, a stablecoin rail, or some combination. The absence of detail is the story.

The Competitive Gap Is Already Open

While Visa talks about rebuilding, several protocols are already settling agent payments. The x402 standard, which uses HTTP 402 to let agents pay for resources without API keys or prepaid accounts, has been deployed on multiple chains including Coinbase’s Base, Celo, and most recently DigiByte. Coinbase Agent Payments is live. Skyfire and Payman are building agent-specific payment wallets. Halborn estimated roughly $73 million in autonomous agent on-chain settlement between May 2025 and April 2026. None of this volume is routing through Visa’s network. Every month that passes without a shipped Visa alternative is a month in which agent-payment protocols deepen their integration with developers and infrastructure providers. Visa’s brand and merchant reach are enormous advantages, but they only matter if the company ships something agents can actually use.

The Stablecoin Connection

Visa’s interest in agent payments cannot be separated from its stablecoin strategy. The company has already backed the Open USD stablecoin project alongside Stripe, and three major South African banks joined that initiative last week. Stablecoins solve two problems for agent commerce that card rails cannot: settlement finality in seconds rather than days, and programmable spend controls enforced at the ledger level rather than through post-hoc dispute processes. USDC, USDT, and PYUSD are the most likely settlement assets for any Visa-built agent rail, given existing relationships with Circle, Tether, and PayPal respectively. The technical question is whether Visa builds its own agent-payment protocol on top of stablecoin settlement, adopts something like x402, or attempts to extend its existing tokenization service into agent-initiated flows. Each path has different tradeoffs around latency, cost, and control.

Korea Adds Regulatory Pressure

Separately, South Korean policymakers are pushing legislation that explicitly frames stablecoins as core AI-era payment infrastructure. Park Young-sun, chair of the Ministry of Economy and Finance Strategic Economy Advisory Group, called stablecoins essential payments infrastructure for the AI economy and urged faster legislative action. Democratic Party lawmaker Ahn Do-geol echoed that urgency, saying the party has a draft Digital Asset Basic Act ready for consideration. The Korean framing is notable because it connects stablecoin regulation directly to agent commerce rather than treating it as a generic digital-asset issue. If that linkage takes hold in other jurisdictions, regulators could end up pushing payment networks toward stablecoin-based agent rails faster than market forces alone would dictate. Visa’s vagueness about its agent-payment roadmap becomes more costly in that environment, because legislative timelines will not wait for corporate strategy reviews.
