Ripple has officially entered the race to become the settlement layer for AI agents, releasing an XRPL AI Starter Kit that lets autonomous software pay for services with XRP and the company’s RLUSD stablecoin. The toolkit plugs into the x402 protocol, an emerging standard for agent-to-agent payments that has already seen the bulk of its early activity cluster on Base and Solana—and almost entirely in USDC. Ripple’s move is a bet that XRPL’s low transaction costs and fast finality can lure developers away from the EVM and SVM ecosystems where Circle’s stablecoin is the default. But the timing is awkward: the agent-payment infrastructure is being built right now, and USDC is already the settlement asset of choice.
The XRPL AI Starter Kit: What It Actually Does
The toolkit is a set of developer libraries and documentation that abstracts away the complexity of building payment flows on the XRP Ledger. It provides pre-built functions for AI agents to create and fund XRPL wallets, query balances, and submit payments in both XRP and RLUSD. The integration with x402 means an agent can receive an invoice denominated in any supported currency, verify it on-chain, and settle it using XRPL rails. The architecture is straightforward: the agent holds a funded XRPL wallet, the x402 invoice specifies the payment details, and the kit handles the signing and submission. There is no custodial intermediary—agents control their own keys, which is both a feature and a risk that developers will need to manage.
USDC’s Head Start on x402 Is Already Substantial
Data cited by CoinDesk shows that early x402 activity has concentrated on Base and Solana, with USDC as the dominant settlement asset. This is not surprising. Base benefits from Coinbase’s distribution and the deep liquidity of USDC on Ethereum’s layer-2 ecosystem. Solana offers sub-second finality and near-zero fees, making it a natural fit for the high-frequency, low-value payments that agent-to-agent commerce generates. Ripple’s XRPL offers similar technical properties—fast settlement, low fees—but it lacks the developer tooling and exchange integrations that have made USDC the default stablecoin for on-chain applications. The x402 protocol itself is chain-agnostic, which means Ripple is not creating a new standard; it is asking developers to switch rails for an asset that has less liquidity and fewer off-ramps.
The Liquidity and Distribution Problem
For an AI agent to pay in RLUSD, someone has to hold RLUSD. Circle’s USDC benefits from being available on virtually every major exchange, DeFi protocol, and payment processor. RLUSD, by contrast, is a newer entrant with limited exchange support and a fraction of USDC’s market cap. An agent that wants to spend RLUSD must first acquire it, which adds a conversion step that USDC-native agents skip. Ripple’s argument is that XRPL’s built-in decentralized exchange and auto-bridging can make this seamless—an agent could hold XRP and pay an RLUSD invoice with automatic pathfinding. But that adds complexity and a small spread cost that pure USDC flows avoid. For developers optimizing for simplicity, the path of least resistance remains USDC on Base or Solana.
What Ripple Gets Right—and What It Doesn’t
Ripple’s move is strategically sound in one respect: the agent-payment market is nascent, and no standard has hardened into an unassailable position. Getting tooling into developers’ hands early is the right play. The XRPL’s technical characteristics—3-5 second settlement, sub-cent fees, native multi-currency support—are genuinely competitive. But the company is fighting a two-front war: it needs to convince developers to adopt both a new protocol (x402) and a new settlement asset (XRP/RLUSD) when the existing combination of x402 plus USDC already works. The XRPL AI Starter Kit lowers the technical barrier, but it does not solve the network-effects problem. Developers go where other developers are, and right now, that is Base and Solana.
